Description: William Gianelli provides his perspective on the controversial State Water Project to the Commonwealth Club. He looks at the project in terms of necessary water supply and water quality for California now and in the future. Other project goals include flood control and the need to balance resources. Addressing the opponents of the Peripheral Canal, he asserts that it will be engineered to release fresh water directly into Delta streams and channels at eight different points. Many groups support the canal, including the Department of Fish and Game, Department of Parks and Recreation, Bureau of Reclamation, and the Sacramento River and Delta Water Association. This talk was a counterpoint to Jerome Waldie's speech at the Commonwealth Club the previous week. Gianelli was director of the California Department of Water Resources from 1967 to 1973, a member of the National Commission on Water Quality from 1973 to 1976, and chairman and member of the board of directors of the Monterey Peninsula Water Management District from 1978 to 1980.
